Russell Brooks is a retired public servant who spent more than two decades serving the United States as a Foreign Service Officer with the U.S. Department of State. Throughout his career, Russell worked at the intersection of diplomacy, public safety, crisis response, and community engagement — managing teams, overseeing multimillion-dollar budgets, and representing American values abroad.
From coordinating crisis communications following terrorist attacks, to supporting democratic institutions, cultural exchanges, and international cooperation, Russell’s career has been defined by steady leadership, accountability, and service. Now retired, he is ready to bring that same experience and commitment home to serve Virginia’s 17th District.
Trusted County Board Appointee
Russell Brooks currently serves as a Trustee on the Fairfax County Public Library Board — a role entrusted to him by county leadership to help oversee one of Fairfax’s most vital public institutions.
In this position, Russell works to ensure libraries remain accessible, inclusive, and responsive to community needs — supporting education, workforce development, and lifelong learning. His appointment reflects the trust county leaders place in his judgment, experience, and commitment to public service.
Russell understands how local government works — and how state decisions impact county services. That experience uniquely positions him to serve effectively in the Virginia House of Delegates from day one.

Russell Brooks is deeply rooted in the Fairfax County Democratic community. He is an active member and leader within local Democratic organizations, including serving as Chair of the Northern Virginia Democratic Black Caucus and as a Precinct Captain in the Franconia District.
Russell has long believed that democracy works best when people show up, organize, and lead — not just during elections, but year-round. His work with local Democratic committees reflects his commitment to building coalitions, mentoring new leaders, and strengthening civic participation across Fairfax County.
